Since 1989 the Chester City Democratic Committee has been working to change the political environment in the city of Chester. Our mission has been to provide a quality education for all of our children and to have a government that works for the people and not the people for government. We have fought for safer streets and we live in the community we represent. With the 2011 election closely approaching we have a talented pool of Democratic candidates who are able to govern and lead.
School Board Members tend to consist of i people from other occupations that are not i knowledgeable of educational practices. i Board members seem to be more i interested in discussions where they are familiar with the content. The art of good teaching is complex and a lack of understanding this complexity is largely due to the shared characteristic of board members being non-educators. Test-driven accountability and running a school like a business does not address the nature of teaching and learning. Without being part of the process, it is difficult to understand it and to bring about needed change. As an educator, having been part of the process for 29 years including the 11 years Ive spent on leadership teams and engaged with other district professionals in the capacity of a Special Education Liaison, my experiences will bring to the Chester-Upland School District, those discussions and facilitate partnerships between parents, students, educators and the community at large. These partnerships will necessitate improved quality of education in Chester-Upland School District that will support parents understanding and mobility. Students will begin to personalize the curricula, recognize real-world learning and participate in performance-based-assessments that can address Standard-driven assessments. Just imagine the enhanced quality of life we can have within our communities and throughout Chester City. A WELCOMED CHANGE FOR ALL brought about by those individuals who exercise their power to vote for the endorsed Democratic Party Candidates. Education is the key out of poverty!

Ms. Blackwell was employed by Laborers Local Union 413 for 30 years as a union laborer. She was also a Shop Steward. (Liaison between union/worker and employers) She was a loyal and dedicated union member.

Biography: Charlie L. Warren, II
Charlie L. Warren, II, son of the late Samuel and Bessie Warren, is a native of Sparta, GA. Arriving in Chester at a young age, Charlie attended Chester public schools and graduated from Chester High School. Charlie graduated from Spring Garden Institute where he studied automotive technology. Later, he joined The United Brotherhood of Carpenters and Joiners Local 845 as a highly esteemed craftsman in the field of carpentry which led to him operating his own construction business for many years.
Charlie credits his passion for education to his grandfather who fought diligently to assure that black children in Sparta had access to quality educational services and qualified teachers. As a student in Chester public schools in the pre-Civil Rights era, Charlie was inspired by several teachers who lived within his community educators who exemplified and demanded excellence from their students: London Jones, Beatrice Fluellen, Louise Barnes Johnson and Roberta Lewis, just to name a few. He also learned early about the disparities of the educational system, a system that often hindered and stifled the accomplishments of black students with the exception of a few who excelled in sports. Once he became a parent, he was determined that those disparities would not hinder the quality of the education his children received. He took an active role in his childrens education and strongly encouraged other parents to do the same.
As one of the founders and current president of Chester Upland Citizens for Educational Progress (CUCEP) Charlie continues to be a tireless advocate for parent involvement in the classroom and parent participation in all phases of the processes leading to educational equality: funding, policy making, accessibility to services for all children and strengthening school and community partnerships.
Charlie is a former deacon and elder at Thomas M. Thomas Memorial Presbyterian Church and was instrumental, along with Rev. Dr. Johnnie Monroe (former pastor of TMT) in securing the first paid fire department in the citys history. He is Vice President of the Chester Branch NAACP and takes seriously Gods mandate to do justly, and to love mercy, and to walk humbly with thy God.
Charlie is married to Tonya D. Warren. Their blended family consists of 3 daughters: Crystal L. Foster, Cheryl L. Warren and Nia M. Campbell; 2 sons: Charlie L. Warren, III and Albert Vessels-Warren. He is Pop-Pop to Cyre, Sami, Daevanna, Tatyana, Dania, Divinity, Morgan, Kavi, Samir, Cyli and Merec.
